The AMF pays tribute to Jacques Delmas-Marsalet

The Autorité des Marchés Financiers (AMF) is deeply saddened to learn of the death of Jacques Delmas-Marsalet. A board member of the Commission des Opérations de Bourse (COB) from 2000 to 2003, and then of the AMF from 2003 to 2014, he played a key role in improving retail investor protection and supervision of the marketing of financial products.

Jacques Delmas-Marsalet was a member of the Conseil d’Etat, a holder of a law degree and an alumnus of IEP Bordeaux and ENA. He was an active member of the AMF Board, serving as interim chairman for several weeks in July 2012. His was an innovative vision, focused on retail investor protection and covering all financial sectors, which greatly inspired the thinking of the AMF and public authorities in this area.

His 2005 report on the marketing of financial products to retail investors, commissioned by the French Ministry of the Economy, Finance and Industry, contained numerous recommendations, such as transparent information for customers, better targeting of marketing, training for advisers, objective and impartial advice, and accountability for both professionals and retail investors. Jacques Delmas-Marsalet also advocated closer cooperation between the market, banking and insurance supervisory authorities, in areas such as marketing controls, which inspired the creation in 2010 of the joint unit of the AMF and the Autorité de Contrôle Prudentiel (ACP, now ACPR).

He also chaired the AMF's Retail Investor Consultative Commission and the working group that produced the report on compensation for retail investors in February 2011.

He was tireless in his work, and his exceptional legal skills were much appreciated by his colleagues and the AMF teams that were privileged to work with him.

We will remember him for his breadth of vision, his rigour and his ability to promote the public interest in the financial world" said AMF Chair Marie-Anne Barbat-Layani.
