Appointments to the Legal Affairs Directorate and Enforcement Assistance Directorate of the Autorité des Marchés Financiers

Maxence Delorme has been appointed Director of Legal Affairs with effect from 1 August 2022. He was previously Director of Enforcement Assistance at the AMF. He will replace Anne Maréchal, who leaves the AMF on 1 August after nine years of service.

Amélie du Passage, who was previously Maxence Delorme’s deputy, has been appointed Director of Enforcement Assistance and adviser to the Chairman of the Enforcement Committee, Jean Gaeremynck, with effect from the same date.

Maxence Delorme, 45, is a member of the judiciary with a postgraduate degree in European criminal law and criminal policy from University Paris 1 Panthéon-Sorbonne. He started his career in 2004 as an investigating judge after graduating from the Ecole Nationale de la Magistrature (French National School for the Judiciary - ENM). In 2007, he joined the Office of Economic and Financial Law, within the Directorate of Criminal Affairs and Pardons at the Ministry of Justice, where he was responsible for investment and securities fraud and financial criminal law.

From 2009, Maxence was head of the Office for Criminal Law and Legal Protection within the Legal Affairs Directorate at the Ministry of the Economy. He then held the position of legal counsel to the office of the Minister for the Economy, Finance and Industry from 2010 to 2012. He was Deputy Director of Legal Affairs for the Environment and Planning Regulations at the Legal Affairs Directorate of the Ministries of Ecology and Housing until 2015.

From 2016 to 2018, he was Deputy Public Prosecutor and Head of the Economic and Financial Division at the Nanterre District Court.

He joined the AMF in September 2018 as Director of the Enforcement Assistance and advisor to the Chairman of the Enforcement Committee. He was appointed to the Executive Committee in November 2020. Maxence replaces Anne Maréchal, who leaves the AMF on 1 August after nine years of service heading up the Legal Affairs Directorate.

Amélie du Passage, 38, holds a Master II in business law from University Paris II Panthéon-Assas and a postgraduate qualification to practise as a lawyer in France. She started her career in 2009 with the law firm Brandford-Griffith & Associés, where she mainly worked on financial and stock market law issues, both in litigation and as legal counsel. Her main areas of practice included financial disputes, public offers, mergers and acquisitions and listed companies’ corporate governance issues.

In 2014, she joined the AMF as a Policy Officer, first in the Enforcement Assistance Directorate, where she assisted the Enforcement Committee’s rapporteurs in investigating their cases and was responsible for handling disputes, and then in the Legal Affairs Directorate, where she worked on the legal aspects of listed companies’ financial transactions.

In 2017, Amélie was appointed Deputy Head of the Enforcement Assistance Directorate. In this role, she supervises team members whose duties include investigating sanction cases and handling disputes. She will now be Director of this Directorate and adviser to the Chairman of the Enforcement Committee.
