The French authorities grant Euroclear France its CSDR license

Published on April 26, 2019

Euroclear France, the French central securities depository has been authorised by Autorité des marchés financiers under European regulation n° 909/2014 on central securities depositories, placing this entity under the European regulatory framework.

The regulation (EU) n° 909/2014 of the European Parliament and of the Council of 23 July 2014 on improving securities settlement in the European Union and on central securities depositories and amending Directives 98/26/EC and 2014/65/EU and Regulation (EU) No 236/2012 (CSDR) provides an harmonised framework for authorisation and supervision of central securities depositories (CSDs). The latter are subject to a rigorous set of requirements, in order to guarantee their viability and a safe environment for their users. Those harmonised prudential and supervisory requirements increase the safety and efficiency of securities settlement offered by those systemic infrastructures.

The AMF College decided to grant the CSDR license to Euroclear France during its session of the 16th of April 2019, submitting the latter to the CSDR requirements.

Euroclear France authorisation was granted based on Eurosystem advice and the coordinated work with Banque de France.

The list of CSDs authorised to date under CSDR is available on ESMA’s website.
